🔧 1. Transfer Registration (名義変更) via OSS

Traditional (Paper) Process

  • Apply for the parking certificate about one week in advance
  • Prepare and submit the following at the Transport Bureau:
    • Parking certificate
    • Vehicle inspection certificate
    • License plates
    • Old owner: Transfer certificate, power of attorney, seal certificate
    • New owner: Power of attorney, seal certificate

OSS Process

Step 1: Online Application

You can submit the application online if you have:

  • Parking certificate information (photo is enough)
  • Vehicle inspection certificate's information
  • Old owner’s information
  • New owner’s information
    If the client wants a desired number plate, obtain the number first.

Step 2: Bring Required Documents to the Transport Bureau (1st time)

Within about 15 days after online submission:

  • Old owner: Transfer certificate, power of attorney, seal certificate
  • New owner: Power of attorney, seal certificate

Step 3: Online Payments After Screening

You will receive email notifications as screening progresses.
Payments are made online:

  • Police: 2,400 yen
  • MLIT: 600 yen (paper is 700 yen)
  • Taxes
    After completing all payments, the system will show “Ready for issuance.”

Step 4: Pick Up the New Documents (2nd time)

Bring the vehicle inspection certificate and plates to receive the new documents and plates.

2. Transfer Deregistration (移転抹消) — OSS Is Not Recommended

Traditional (Paper) Process

Prepare and submit:

  • Vehicle inspection certificate
  • Plates
  • Old owner: Transfer certificate, power of attorney, seal certificate
  • New owner: Power of attorney, seal certificate

OSS Process

  1. Online application
  2. Bring all required documents to the Transport Bureau
  3. Online payments (MLIT 600 + 450 yen, plus taxes) Basically, the procedure is completed on the same day as the document submission.
  4. Receive the Deregistration Notification

Why OSS Is Inefficient for Transfer Deregistration

  • Paper applications finish the same day by simply waiting.
  • OSS requires extra online payment steps.
  • In my case, paper applications submitted at the same time finished earlier.
  • OSS screening may be processed after paper applications.

Even though OSS data is already in the system,
the Transport Bureau does not prioritize OSS verification,
making OSS slower in practice.


🚀 Future Possibilities

According to the OSS customer center,
it is possible for an administrative scrivener in Okayama to complete the OSS online application for Osaka,
and then ask an Osaka scrivener to only handle document submission and pickup.
